Four common characteristics can be highlighted. First, media assistance is seen as an integral part of democracy support, mainly due to the role of media as a guarantor of accountability and platform for public discourse. Second, media assistance requires not only journalism training, but a sector approach including all levels of the media sector, as professional editorial and financial management, capable professional associations, and an enabling regulatory environment. Third, financial sustainability is of paramount importance for a functioning independent media sector, and media development cooperation must become more active in this area. The conceptual framework for framing these questions is established by applying the media watchdog theory to processes of democratisation and interweaving it with peace-oriented media and Althusserian theory. The empirical data are gained through twelve semi-structured individual telephone interviews with journalists, an editorial delegate, local civil society representatives, a former diplomat and the Central African Minister of Justice. The study shows that government intimidation does not transform Radio Ndeke Luka into a lapdog but significantly reduces its bite. It is argued that protecting journalists from intimidation so that they can best act as watchdogs not only requires long-term efforts to change cultures and systems that breed press violence, but also necessitates new approaches that may lead to faster and smaller scale results." This analysis has been produced in consultation with media stakeholders and is grounded in a review of previously published material. The report is just one component of a larger media development project being delivered by the BBC WST entitled ‘Strengthening Radio Stations in Somalia to Promote Human Rights, Peace and Governance’ - a two-year project which aims to enhance the reach, levels of audience participation and professional capacity of Somali media. The media, and specifically, radio, is seen as a key local institution well placed to promote individual human and civil rights, freedom of expression and democratic dialogue. The project is informed by a rights perspective, ensuring that actions separately and collectively empower marginalised citizens, in particular, women and young people, to engage in direct dialogue with local authorities and thus have improved access to their civil and political rights. The thesis takes as a point of departure the broader political, cultural and aesthetic nuances of filmmaking in Africa and then focuses on the specific case of Ghana. The literature available on cinema in Africa suggest heterogeneous and complex practices which implicate serious political and cultural discourses, but also offer the mundane entertainment value often associated with popular cultural products. Cinema in Ghana begins by questioning African cinema, and opens up complex discourses of identity, ownership, cultural mediation, industrial and economic practices and the influence of globalisation on the iconography of African films. To understand African cinema is to interrogate issues of ideology, narrative, aesthetics, the economics of ownership and the role or social value of the cinematic product. A more comprehensive treatment of these overarching questions in the introduction would significantly have improved this extensive and insightful collection." The study also uses in-depth interviews with journalists in the Ethiopian state media, to consider how the new policy has been received in the newsroom. The article acknowledges that the re-appropriation of meaning for ethnicity in South Africa now denotes the politically correct and constructed descriptor of ‘culture’, and is characterized by the continued conflation of ethnicity and race relations. Unlike in some parts of Africa, where ethnicity is criminalized as ‘tribalism’ – thus emphasizing its instrumentalized destructive element – in South Africa cultural diversity is seen as the panacea for a stable democratic arrangement. This article proposes to discuss cultural pluralism as a democratic imperative within the South African Broadcasting Corporation (SABC), which is a public service broadcaster (PSB). Two case studies of ethnic minority radio stations will be presented as empirical evidence: Munghana Lonene FM and Phalaphala FM." (Abstract)
