Our project has three broad strands: - Population surveys of knowledge and attitudes toward TJ issues in project countries; - In-country training of 20 selected journalists, as well as activities designed to engage the support of their managers or editors; - Follow-up activities via online learning, Internet, and local mentoring. The project is designed to ensure continued commitment from local actors— especially journalists—to improve the quality and quantity of TJ coverage. The training of journalists is seen as a key factor in providing better information to the public. This Handbook is not meant to be an exhaustive guide. However, we hope that it will provide a useful, quick-reference manual on key TJ issues. It is designed principally for journalists, but we hope that it may also prove useful to civil society actors and all those concerned with moving transitional justice forward." Compared to communities who listened to a control radio soap opera, listeners’ perceptions of social norms and their behaviors changed concerning some of the most critical issues for Rwanda’s post conflict society, namely intermarriage, open dissent, trust, empathy, cooperation and discussion of personal trauma. However, the radio program did little to influence listeners’ personal beliefs. Group discussion was a notable feature of the listening experience. Taken together, the results suggest that radio can communicate social norms and influence behaviors that contribute to intergroup tolerance and reconciliation." (Abstract)

It is in this context that in October 2006 International Media Support (IMS) invited a number of media centres and other institutions from Southeast Europe, West and East Africa, South and Southeast Asia and the Middle East to a workshop to share lessons learnt and identify approaches for addressing common challenges. These centres were asked to join the workshop because they represent perspectives and experiences from all over the world, thus offering the chance to pool diverse knowledge and experiences. In undertaking this workshop, it was recognised that all media centres are unique. The participating institutions represented media centres at differing stages in their development and performing varied roles, from lobbying for media policy reform to providing training opportunities and producing media publications. Nevertheless, despite these differences, there are considerable similarities and therefore scope for sharing knowledge. As an outcome of the workshop, the best practices discussed and defined by the participants have been collated in this handbook, which is being published jointly by IMS and the participating media centres. I hope that this publication is a useful tool for media centres of all designs and orientations, in further strengthening their options for achieving financial self sustainability." They operated in diverse local languages and responded to specific local issues.
