In addition, the effectiveness of the donor support for APNET should be assessed. The evaluation was undertaken from August to December 1998. It has included five country case studies and workshops with the Secretariat and Board, and participating as observers at the International Book Fairs in Zimbabwe and Ghana. rials in the late 1960s participatory video has developed into several different directions and there is no consensus of what the term actually stands for. In the current literature participatory video is closely associated to the burgeoning field of participatory approaches such as Participatory Rural Appraisal (PRA), even though its application goes beyond the idea of participatory research and learning in many instances. There is by no means a consistent, established way of using the tool; experience and knowledge about what good practice is differ from person to person and in the literature. This study therefore categorises the varying approaches into a typology based on a review of the relatively scarce literature on the subject. Through a conceptual distinction of different project goals, three basic kinds of participatory video are identified, i. e. therapy-, activism- and empowerment-type video. The central part of the study consists of three case studies, from Mexico, Tanzania, and Vietnam respectively. In each of these the functions and implications of participatory video use are identified. A particular focus is put on the second case study, the ‘Fisherfolks’ Project’, as the relatively biggest amount of background information has been available. A number of theories and concepts are tested on this case in order to deepen the understanding of the potentials and limitations of participatory video." (Abstract)

We formally observed what TDS is doing on a day-to-day basis, and worked with them to generate for us and for them a clear understanding of the procedures that they employ. We analyzed the procedures and put them together in a framework that accurately characterized what they do. With the addition of a more formal assessment component, that framework became the “Responsive Programming Model” that we describe in this report. (Introduction)

The Dutch Ministry of Foreign Affairs hosted the meeting in Amsterdam, from 6 to 9 Decem-ber 1999. Gertie Hesseling, Director of the Centre for African Studies and representing CAF/SCO, chaired the opening session. Apart from the various presentations of activities by new members and by Dutch partners, the meeting focussed on three main working themes: issues of professional organisation and structure; law and ethics; the use of new information and communication technologies (NICT), training and pro-duction. Work took place in plenary sessions following a programme designed to allow flexibility and debate. The object of the present report is to provide a faithful (but not exhaustive) record of thepresentations and the debates to which the meeting gave rise.
