tan’s first commercial station) and Radio Herat (the state broadcaster). A total of 12 focus groups were conducted, split by age (18 – 29 and 30+) and gender. For each target station, 4 groups were held. Each group comprised 8 participants. The overall objective was to explore listening habits and audience preferences, particularly in terms of coverage of news and elections-related information, in order to inform the BBC WST project as it builds capacity within the Afghan media to play its part in the process of democratisation.
The research revealed a number of findings relating to general media consumption in Afghanistan: Listeners regularly switch between radio stations to listen to particular programming or presenters they like. Men and women listen at different times of the day, men more frequently in the early mornings and evenings, women during the day. Interactivity (such as phone-ins and letters) in programming appeals to listeners. Programmes that offer help and advice and have educational benefit are popular. Listeners dislike language that is overly formal and difficult but equally dislike language that is regarded as trivial or inappropriate. There are generational and gender differences in programme preferences, with younger audiences drawn especially by music programming. There is high awareness of programme names and presenter names." Parallel zu dieser medienpraktischen Arbeit wurde das Projekt einer intensiven Evaluation unterzogen, deren Ergebnisse zugleich in den Aufbau der Lehr-Redaktion sowie die Entwicklung des curricularen Leitfadens eingeflossen sind. The most visible and successful programs would appear to be the ones that incorporate the ideals of "genuine and effective" participation. That is, they create an environment whereby young people are involved in every step of the process from planning to production to evaluation. The main challenges ahead facing "genuine and effective" participation in the media are: getting adults to "let go", creating an environment at school, home and in the community where young people's participation in the media is encouraged and taken seriously and generating enough funds for a sustainable and successful projects. Solche Dyna miken sind nicht zuletzt außerhalb der westlichen Welt zu beobachten, die in Theoriebildung und Methoden der Kommunikationsforschung noch zu oft als verbindlicher Maßstab herangezogen wird. Aus Sicht der Zentren kann beispielsweise, was auf dem informellen Sektor passiert, ebenso unterschätzt werden wie der (sprachenpolitische) Impakt, den internationale Dienste wie BBC, Voice of America oder Radio France Internationale in verschiedenen ›lokalen‹ Kontexten rund um die Welt besitzen. Meine Arbeit versteht sich als Aufforderung, sich gerade solcher blinder Flecken vermehrt wissenschaftlich anzunehmen. Aus den in diesem Buch bearbeiteten Beispielen wird erkennbar, dass eine gewisse Tendenz zu einer größeren Sichtbarkeit gesellschaftlicher Mehrsprachigkeit in Medien besteht. Die Entwicklung multilingualer Formate ist zwar für den Moment v. a. in solchen Situationen zu beobachten, wo bewusste Sprachenpolitik im Medienbereich betrieben wird. radio broadcasting in Eritrea, the research examines the extent to which radio is fulfilling this potential educational and developmental role in relation to rural women. The practical and socio-cultural factors influencing the production of educational and developmental programmes by broadcasters are explored as well as the meaning and attraction that such programmes hold for listeners. For rural women, a model is proposed, based on the research results, which shows the determinants of interest in and uptake of educational and developmental radio. It identifies the obstacles to hearing and understanding the radio, as well as four important factors, namely, the need to feel the relevance of radio content, to like it, to have a sufficiently positive self-image in relation to radio listening, and to believe it. For broadcasters, a second model is proposed, showing a range of factors which are mostly negatively influencing the production of programmes for rural women in Eritrea. These are related mainly to broadcasters’ self-images, their organisational constraints, their working ethos, and the ideological and political factors governing the way broadcasting is planned and structured."
