ircumstances, the very form and design of the blasphemy laws invite abuse.2 Findings demonstrate that textual lacunae in the law enable its use as an instrument of misuse, hence leading to the argument that the abusive potential of the law exists even independently of social context. When the blasphemy laws are contextualized within the atmosphere of increasing religious intolerance pervading certain sections of the social fabric in Pakistan, however, their subversive potential is revealed in its entirety. In effect, the blasphemy laws, in their current form, are an instance of legislation inherently open to abuse, operating in an environment that is at times unfortunately conducive to that abuse. This has also resulted in their emergence as a potent tool for the victimization of religious minorities and relegation of these minorities, in many instances, to the status of fearful pariahs subject to legally mandated persecution. The existence of blasphemy laws can be argued for in a society and under a constitutional framework that attaches a premium to the underlying sacred values that such laws may be promulgated to protect. This article, however, argues that the laws, in their current form, have caused, and continue to cause, several miscarriages of justice and are a stimulus for strengthening the negative and highly divisive forces of obscurantism, intolerance, and fanaticism in Pakistani society." The new paradigm that this book articulates has described itself under a triad of terms: religion, media, and culture. What the third term means will be considered in detail in the Introduction here and in several of the Key Word essays. For the time being, it is important to say that the religion, media, and culture approach is not limited to the tendency to focus on journalism and communication policy, which is the legacy of the older practice. The aim here is not to dismiss or ignore them but to expand the remit and to change some key assumptions about what “religion” and “media” are in academic study. However, CRS and its church partners frequently and intentionally act in tandem with other civil society organizations, and they cooperate with other faith-based actors. Two of the case studies in this work (one from Uganda and one from The Philippines) deal with inter-religious efforts, while a third (India) deals with a broad ecumenical effort among leaders and members of diverse Christian denominations. In addition, many cases demonstrate how church partners are able to engage key decision-makers and leaders at different levels of society at critical moments in the course of a conflict. The central learning question for all the case studies is “what are the key factors that have contributed to, or impeded, the effectiveness of church peacebuilding action?” The intent is to surface lessons while helping to develop an internal, disciplined habit of reflection within the organization. The general guidelines for writing the studies emphasize four good learning practices: a) linking interventions to the context, b) articulating the implicit and explicit hypotheses or “theories of change,” c) using, building upon and/or complementing evaluation, and d) recognizing potential rival explanations for why things happened. It should be clear that the cases are exemplary, not representative. They provide a small sampling of the peacebuilding activities conducted by CRS and its partners in recent years. Each CRS region freely determined which particular case it would bring to the undertaking. Adherence to the initial qualifying criteria — including engagement with external actors (civil society, government or inter-religious) and commitments to social cohesion or equity — varied considerably."
