Une cinquantaine de caricaturistes dont Zapiro, Gado, Glez, Dilem, Alaa Satir, Sherif Arafa, Zohoré, ou encore Willis from Tunis représentent une vingtaine de pays. Certains ont commencé à exercer leur métier dans des conditions souvent difficiles. D'autres y sont venus au monde. Tous ont en commun d'avoir compris que le dessin constitue l'arme idéale pour écrire leur société et fustiger ses maux, et ce malgré les intimidations et, pour certains, les incarcérations, dont ils sont victimes. L'Afrique, c'est depuis toujours le pays de la palabre et du dialogue entre cousins de plaisanteries qui savent pousser très loin la raillerie et l'autocritique. Ces dessins forment les marqueurs de l'histoire contemporaine de l'Afrique. Mais ces artistes ne se privent pas pour décocher certaines de leurs flèches à l'échelle planétaire. In der Erzähltheorie spricht man davon, dass nur mögliche Leben (possible lives) erzählt werden können, weil lediglich im Rahmen der eigenen Kultur und ihrer Vergangenheit ein Verständnis erzeugt werden könne. Dementsprechend scheint im derzeitigen Deutschland auch die Pandemie an die Grenzen der Erzählbarkeit zu stoßen. Covid-19 ist zwar nicht die erste Seuche, die das Abendland heimgesucht hat und erzählt wurde – man denke an die Pest, die Cholera, die spanische Grippe und AIDS –, sie ist aber die erste, die gleichzeitig global verbreitet ist, globalisierte Regime und Abwehrstrategien verlangt und – welch eine Kränkung! – in den demokratischen Nationen schwerer unter Kontrolle zu bringen ist als in einigen autoritären Regimen. Das kulturelle Selbstbewusstsein des Globalen Nordens verlangt, »Herr der Lage« zu sein. Wenn das nicht möglich ist, müssen wenigstens die Opfer unsichtbar bleiben. In den Unterhaltungsgenres, in denen vom besseren Leben geträumt wird und wo das (oft nur zwischenzeitliche) Liebes-Happyend alles wieder gut macht, hat Corona mit seiner Todesdrohung und seiner Berührungslosigkeit keinen Platz. A targeted and intentional approach to reach a diverse group of children and youth is essential. This helps prevent a participatory process that only benefits young people in urban areas and those from higher socio-economic backgrounds.
We also learned that true participation requires letting go of power while ensuring that young people have what they need to make meaningful and informed decisions. Support to child and youth-led groups should go beyond grant money to include a comprehensive package of grantee-led learning and accompaniment.
The biggest lesson is about the need to be open and flexible throughout the process. Being willing to adapt as we went along allowed us to respond and make changes (almost) in real time. It also allowed us to learn from the young people about what it means to use your voice and make yourself heard in ways far beyond what we could have anticipated." (Executive summary)

social programs, took place before the "turn of the century: There is no mention of the consequences of the Ukraine war or the Corona crisis, but there is mention of the consequences of climate change. Tiwari devotes much space to examining factors such as collective knowledge and the traditional expertise of local communities in developing and implementing projects. Development processes, she argues, are only successful if they are consistently geared to the needs of the people involved and not to those of financially strong market players. Moreover, she emphasizes, sustainability can only be achieved through intergenerational cooperation and a strong presence of women in all decision-making processes. Tiwari identifies seven factors for successful local change processes in her book: the pressure of suffering, the recognition of opportunities for improvement, a local culture that allows change, security of access to land and resources, organizational and management skills, help from technology and methodological expertise - for example, in environmental management - as well as political support and legitimacy - in other words, the backing of the community even in the face of setbacks. Along the way, the author dispels concepts popular in development jargon, such as the "best practice" idea. For her, it's all about offering donors and taxpayers a profit, i.e. proving success from the donors' point of view - completely irrespective of whether the people involved on the ground might consider completely different aspects, such as a social status subjectively perceived as improved as smallholder families, to be much more important. This article explores the conditions and actions that led to effective projects and what lessons for future library development efforts might be gleaned from the program’s work. In Myanmar and Georgia, the program attracted new investment into public libraries aligned with central government digital strategies. In Bangladesh and the Philippines, the program integrated public libraries into education efforts where they had been previously ignored. With more than a quarter million public libraries in low – and middle-income countries, there remains vast potential for library systems to reinforce their relevancy in the 21st century, attract new resources, and provide vital services. They commissioned Translators without Borders (TWB) to map community radio stations and investigate the language and translation challenges community radio broadcasters face when relaying off

icial COVID-19 risk communication to their audience. To better understand these challenges, TWB conducted a survey and interviews with 65 community radio broadcasters, representing a quarter of all community radio stations across Afghanistan. Based on our survey, we mapped community radio stations and the reach of each radio signal to estimate overall radio coverage across the country. Where possible, we triangulated our findings with data from Internews’ Information Ecosystem Assessment in Kabul, Kandahar, and Herat. Community radio stations remain an important source of information, especially for rural populations, less literate individuals, and in remote provinces. During public health emergencies, broadcasters can turn into health communicators and support the relay of risk communication, but they face several challenges.
• Radio signals don’t cover all provinces: Based on the radio signals we were able to map, radio coverage doesn’t reach people equally across the country. Speakers of marginalized languages have especially limited access to radio broadcasts. Relative to population density, speakers of Turkmeni, Brahui, Balochi, and Uzbeki have especially limited access to radio broadcasts.
• Few broadcasts are in languages other than Dari and Pashto: Dari and Pashto are the main broadcasting languages, but not everyone understands them. Broadcasts in other languages are largely limited to adverts, short audio clips, and sporadic language mixing in talk shows and call-in shows. Dedicated programs providing in-depth information in another language are rare.
• Language barriers reduce the quality and timeliness of broadcasts: Community radio stations lack resources and translation capacity to broadcast in languages other than Dari or Pashto. As a result, some important information is delayed, and some is never broadcast at all. The quality and level of detail of broadcasts in other languages is also reduced.
• Broadcasters face difficulties accessing available information: Most community radio stations have limited access to the internet and experience electricity failures. This makes accessing and validating available information on COVID 19 extremely difficult. Also, background information is often passed to broadcasters in English, but with limited internet access this information can’t readily be translated.
• Information needs to be provided in plain language: Broadcasters don’t relay information that uses complicated language or technical and medical terms. New terms and complex new information around medical issues need to be rewritten and presented in plain language for a general audience. Yet community radio stations often can’t provide plain-language editing, so don’t relay more complex information." (Overview, page 1)
