example, a new formula has been tested with excellent results: the introduction of Farmer Field and Life Schools has been supported by existing community listeners’ clubs. In addition, a process for evaluating the impact of the clubs has revealed an unexpected but promising factor: the improved capacity of club members to engage in more formal rural structures. In this sense, the clubs are paving the way for greater participation of women in producers’ organizations and rural cooperatives. The success of the clubs has led to the setting up of new projects in Burundi, Senegal, Mauritania and the DRC (Oriental Province). At the request of various organizations and agencies, FAO-Dimitra is helping to implement these projects based on gender sensitive participatory methodologies that are flexible and well adapted, with a goal that remains unchanged: the empowerment of men and women in a rural environment." dissent has long been studied in political science, rarely have scholars studied programs designed to change these aspects of political culture. This study, situated in post-genocide Rwanda, reports a qualitative and quantitative assessment of one such attempt, a radio program aimed at discouraging blind obedience and reliance on direction from authorities and promoting independent thought and collective action in problem solving. Over the course of one year, this radio program or a comparable program dealing with HIV was randomly presented to pairs of communities, including communities of genocide survivors, Twa people, and imprisoned génocidaires. Changes in individual attitudes, perceived community norms, and deliberative behaviors were assessed using closed-ended interviews, focus group discussions, role-play exercises, and unobtrusive measures of collective decision making. Although the radio program had little effect on many kinds of beliefs and attitudes, it had a substantial impact on listeners’ willingness to express dissent and the ways they resolved communal problems." The promotion of UGC and MIL and the use of UGC are vital for helping the media to fulfil its democratic functions in society. By providing not only a space for the public to express themselves but also the skills and capacity to take part in public debate, broadcasters can ensure that citizens’ right to freedom of expression is realised." tertainment-education mass media programs which aim at promoting pro-social behavior attract huge audiences both in listening and participating due to their entertainment and educational functions, this study explores these audiences’ feedback with the aim to understand the kind of relationship that exists between audiences and the radio drama. The data was collected through a textual or qualitative content analysis of audience letters, and focus group discussions with audience members; and it was qualitatively analyzed and discussed. The data showed that audiences typically have four kinds of reactions: commentaries, appreciations, associations and reflections with the drama, characters and actors. Furthermore, a number of motivating factors, in addition to the drama (both the messages and model characters), influenced audiences to respond to the drama and involved in the writing of letters. Interestingly, their reactions are mixed when compared to the program’s intended outcomes on audience behaviors." (Abstract)

Elshinta’s experience with Asia’s top online citizen media portal Ohmynews (english.ohmynews.com) in South Korea to identify their common and divergent characteristics. The case study is complemented by interviews with journalists from Elshinta and Ohmynews. The study concludes that despite relatively unreliable access to Internet facilities in Indonesia, the main catalysts for Elshinta’s engagement with its listeners are (a) the predominantly oral culture in Indonesia; (b) low literacy, thus their reliance on radio as the primary source of information and entertainment; and (d) the popularity of mobile phones for formal and informal communication. Indonesian television and newspapers, however, have been slow in catching up with people-initiated journalism because of (a) fear of losing its reputation and credibility, and thus its commercial base; and (b) conflict between unedited reports by untrained reporters with the professional practice standards and the Press Law. Other obstacles to people-initiated journalism in television and newspapers are the slow uptake of amateur handycam images by TV stations, poor Internet access, lack of writing skills and lack of interactivity in existing online news sites." Al mismo tiempo, los asistentes a las asambleas no identifican atributos positivos o socialmente deseables del pobre representado en la televisión, y se pronuncian críticamente sobre la veracidad de las representaciones, señalando que la televisión solamente muestra lo negativo u oculta la pobreza. En lo relativo a las causas, la mayoría de las atribuciones que realizan los participantes en las asambleas son negativas, y tienden a centrarse en factores vinculados a los propósitos comerciales (búsqueda de rating e incremento de ventas), y al estilo dominante de hacer televisión (sensacionalismo, explotación de la morbosidad). response from a relevant service-provider or politician. The discussion and response were edited into one programme and broadcast as a regular weekly programme by the national broadcaster, ZNBC. The clubs listened to the programmes and discussed them at their weekly meetings. This evaluation assessed the development impact of the project, principally by talking to members of the clubs and others in their communities. An audience survey was also carried out, in three different areas. The main findings of the evaluation were: The project has brought substantial material benefits and new information to the communities. To some extent the clubs and communities have been empowered to access development inputs themselves, though the mediation of the radio programme producer has also been an important factor; The success in achieving material benefits for the communities was probably a strong force in building community support for the clubs in the early months of the project, but now their role in providing information and stimulating discussion is equally appreciated; The Clubs have not achieved material benefits specifically for their own incomegenerating activities, which was the original aim of the project, and which they see (on a video) happening in Zimbabwe. Income-generating is still the clubs’ main purpose, so the project should seek to help them strengthen their income-generating activities; The project has stimulated intense discussions, in the clubs and the communities, about social issues. The clubs’ ability to discuss and present issues clearly is greatly appreciated by men and young people in the communities; There is an emerging perception of a role for the clubs as educators for their communities. They are confidently passing on their own experience, and information from outside sources, as well as “hosting” outside experts in their radio programmes; The programmes are widely listened to and appreciated all over Zambia."
