Authorities in at least 48 countries pursued new rules for tech companies on content, data, or competition over the past year. With a few positive exceptions, the push to regulate the tech industry, which stems in some cases from genuine problems like online harassment and manipulative market practices, is being exploited to subdue free expression and gain greater access to private data. 3. Free expression online is under unprecedented strain. More governments arrested users for nonviolent political, social, or religious speech than ever before. Officials suspended internet access in at least 20 countries, and 21 states blocked access to social media platforms. Authorities in at least 45 countries are suspected of obtaining sophisticated spyware or data-extraction technology from private vendors. 4. China ranks as the worst environment for internet freedom for the seventh year in a row. Chinese authorities imposed draconian prison terms for online dissent, independent reporting, and mundane daily communications. The COVID-19 pandemic remains one of the most heavily censored topics. While many conversations on the impact of network disruptions on human rights tend to centre around civil and political rights, the disruptions also have a profound impact on socio-economic rights, such as the right to education, housing, health, and even social security [...] The best experience that can be replicated elsewhere is the legal action that was backed by civil society organisations and lawyers against mobile operators and governments over internet shut down in January 2019 in Zimbabwe. The shutdown caused loss of business and income and threats to life, according to the suit filed by the Zimbabwe Lawyers for Human Rights and the Zimbabwe unit of the Media Institute of Southern Africa. The legal action was directed at the three mobile networks operating in the country, including Econet Wireless Zimbabwe Ltd, as well as President Emmerson Mnangagwa, the national security minister and the head of the intelligence services. The state security minister ordered service providers to switch off the internet after a wave of violent anti-government demonstrations in the country. In this case the high court decided that “the minister had no authority to make that order.” Redress at a regional level is another avenue that should be explored as encouraging moves are seen at least from courts that are under the regional economic communities (RECs). In 2019, Access Now together with other eight organisations, submitted a brief to Economic Community for West African States (ECOWAS), arguing that the shutdown in Togo was inconsistent with regional and international frameworks and violated the fundamental human rights of the Togolese people. ype. In this paper, I argue that as a country's regime type endures, the likelihood of seeing journalists killed for their work will decrease. My theory also examines the process in different regime types and argues that this effect should hold for autocracies and anocracies, but not democracies vertical bar though democratic consolidation should decrease journalist killings there. Using an original sample of journalists killed for their professional work in countries worldwide from 1992 to 2014, I evaluate my theory using regression and survival analyses and find evidence that as regime types endure, journalist killings decrease, on average. As expected, the result holds for autocracies and anocracies but not democracies. However, the data show democratic consolidation does decrease journalist killings. The results provide a broader understanding of the working dynamics between regime type and journalists' safety in a country's media system." (Abstract)
