"Identifying grassroots or ‘below-the-radar’ organisations, such as community media organisations, is a challenging task that is not always supported sufficiently by methodological literature. The objective of this article is to address this challenge by proposing a structured approach to mappin

g analysis: (1) driven by an (operational) definition of the social entity; (2) that allows for a population-based mapping process; (3) that uses a particular registration instrument (labelled a Mapping Index Card, or MIC); (4) to process data from multiple sources; and (5) to analyse the information registered in these MICs. By zooming in on the only divided country of Europe – the island of Cyprus – this article then illustrates how to design and conduct a mapping research of community media organisations on a national scale. Other than giving an overview of the community media operating in Cyprus, this mapping exercise aims to provide a methodological guide for mapping civil society and ‘below-the-radar’ organisations in general." It also focuses on how to gather, share, upload, livestream various pieces of information ranging from text, audio, videos and photos." (Preface)

g for health and education for the next 20 years. Data was collected from the Media Observatory from the Federal University of Pará (UFPA). The Mídia Ninja Facebook fanpage alone had 565 posts on the occupations between November 7 and 27, 2016. We used quantitative and qualitative criteria to analyze 50 posts taken from this fanpage, which is a space for resisting and criticizing hegemonic discourse. Based on studies from Downing (2002), Motta (2005, 2008, 2013), Martín-Barbero (2009), Aquino (2009), Araújo (2011), Malini and Antoun (2013) and Bentes (2013, 2014), and others, we identify and understand the narrative modes contained within the fanpage collective content in order to observe aspects of journalistic narratives in media activism. The main results of this study point to a journalistic narrative with an activist agenda, built on the perspective of not only those who produce the news but also those who live the facts." "Based on an in-depth case study of “Khabar Lahariya” – a community newspaper located in Central India, this research paper analyses its decade-and-a-half journey and examines the metamorphosis it has undergone over the years. The paper borrows from Tanja Bosch’s (2010) synthesis of Gilles D

eleuze and Felix Guattari’s notion of “rhizomes” to analyze community media, and also from Chris Atton’s (2002) “Model of Alternative and Radical Media,” which he developed through an amalgamation of existing definitions and theoretical sketches on community media. Drawing on the characteristics of “heterogeneity,” “multiplicity” and “asignifying rupture” of rhizomes, the paper explains how Khabar Lahariya grew from a study tool for the neo-literate women of an NGO’s literacy intervention to an independent “media agency” having linkages with diverse media outlets. Atton’s model allows us to comprehend the “intersections” and “overlapping” of dimensions in Khabar Lahariya’s content, form, production, distribution channels, social relations, roles and responsibilities that generate “hybridity” in its products and processes. The authors conclude by flagging some of the consequences of this rhizomatic growth and multi-dimensionality of structure and processes of Khabar Lahariya that may signify a debatable compromise of a few of the non-negotiable principles that characterize community media." unter to the apparent needs of organizations to enhance efficiency through technology. This report identifies civic media practice as a direct response to the crisis of distrust and describes the negotiation of values that takes place as media is designed and deployed in organizations.
The process of identification and evaluation of civic media practice is described in detail. The report presents a method of process evaluation that allows practitioners to measure their progress along two central axes: social infrastructure and objective. Civic media practice is always striving towards strong social infrastructure and longevity. As a means of measuring progress along these axes, we identify four activities that can be tracked. They include: 1) Network Building; 2) Holding Space for Discussion; 3) Distributing Ownership; 4) Persistent Input. We present reflective questions that can be asked throughout a civic media project to track progress in these areas.
Finally, we provide recommendations for practitioners and funders as they create and support civic media practice. The institution of civic media is nascent. This report is meant to solidify common principles and provide direction for those invested in transforming civic life through media practice." (Executive summary, page 5)

inancial sustainability framework manual consists of a set of really practical tools, for preparing the work stepebyestep. The manual can be used as a guide and tool in a radio station seminar, where the board and management sit down and develop the tools step by step. It can be further used as a support when you explain your financial situation and life to the broader group of community volunteer broadcasters, or to your members in an annual general assembly, or when breaking down in a discussion with a potential partner, how you work strategically and systematically with partnerships. Every community radio is a mirror of the community to which it belongs – and as every community is special and different, reflecting its history, composition and choices, so is every community radio. It is therefore not possible to present one, generic financial sustainability framework for use by all. But it is possible to present a set of questions that all community radio stations should be asking themselves in order to achieve financial sustainability. The answers will be different – special – and will be your own, special, framework for your own, special, financial sustainability strategy and framework." (Introduction)

hether citizen journalism in Rwanda propels media democratisation by enabling democratic deliberation through its ability to inform, filling in the gaps left by mainstream media and by encouraging critical thinking. The findings from this study show that citizens participate in the daily work of the media through commentaries and by serving as news sources. However, citizens have not yet had a tangible impact on the functioning of the two media where self-censorship and gatekeeping are widely practised. Democratisation of these radio stations appears to be more theoretical rather than an established practice." (Abstracts)

ition of skills [...] The first workshop for new VEBs was essential for the CBS Radio 95.3 MHz in Buea to motivate community members and community leaders to take ownership of the CBS Radio in Buea as their local community station and experience CBS Radio as a way to communicate with the local population. The workshop motivated community members to produce new programmes including a series on the “co-habitation syndrome” and women rights, family and social counselling, HIV/ AIDS prevention, a programme on the local archives and documentation centre and a programme for students of the University of Buea [...] In conclusion, community-based media face several challenges ranging from lack of financial resources or training capacities to infrastructural problems. Nevertheless, providing a structured introduction to the production of radio programmes benefits the volunteers and the radios through increased commitment and ownership of the communities for the radio station, building a diverse programme structure and thereby contributing to a diverse public sphere, ensuring the building of critical media competences among communities, which usually are not represented in the media." important to note that the inclusion of 57 temporary community broadcast license holders in the sample has contributed to the increase in total income generated by the sector, as these stations reported significantly lower average income per station than permanent community broadcast license holders the effect is not significant. Income growth was strongest across regional and metropolitan stations, with these stations reporting total income 84% and 47% higher than four years ago respectively. Rural stations also grew, while suburban stations reported income lower than in 2011-2012. Youth stations experienced the most significant growth since the last Census, with income growing by 125% between 2011-2012 and 2015-2016. Significant increases in total income were also reported by religious stations, who reported income 82% higher than in 2011-2012." (Page 8)
