vation, we provide a much-needed empirical account of the changing conceptualisation of what journalism is and what it is for. Our data show how impact becomes an ideologically as well as strategically driven endeavour as the entrepreneurs try to carve out their niche and position themselves both in relation to traditional counterparts and other startups. Ultimately, we provide empirical insight into a number of tensions that remain underlying in the discourse on constructive journalism, an increasingly popular conceptualisation that refers to a future-oriented, solution-driven, active form of journalism. We show how our interviewees marry different, commonly-deemed incompatible practices and values, thus challenging binary distinctions at the heart of conceptualisations of journalism, also perpetuated in the discourse on constructive journalism. As pioneers in the field, startups can be argued to inspire journalistic as well as social innovation, and furthermore push for a more inclusive understanding of the divergent conceptualisations and practices that together make up the amalgam that we call ‘journalism’." in India, we show that all three organisations combine a clear sense of mission and a commitment to core journalistic values with an active effort to find new ways of identifying and countering disinformation, based on a combination of investigative journalism fact-checking, data and social network analysis, and sometimes strategic collaboration with both audiences and platform companies. In the process, each of these organisations are developing new capacities and skills, sharing them across the newsroom, differentiating themselves from their competitors, and potentially increasing their long-term sustainability, in ways we believe other news media worldwide could learn from. All three case organisations we examine here are digital-born, mobile-first (or in the process of becoming so), and at least in part enabled by social media in terms of audience development and reach. While smaller than their most important legacy media competitors, all have built significant online audiences across their websites and social media channels. Both are economically profitable as well. They are Eldiario.es from Spain and Mediapart from France. Founded by experienced and already well-known journalists, both news outlets are ranked in the top 10 most frequently visited websites in their countries (competing with legacy media brands from all platforms). They are also in the top three in terms of trust, according to the 2019 DNR. They have constantly increased their newsrooms and multiplied more than five time their budgets since launching. tly producing credible content independently of state and mainstream media in the countries in which they were operating. ‘Startup’ describes their work practices but, in fact, some of those we interviewed had been in operation for many years but may have undergone a relaunch or adapted to new circumstances following a political event. Those “Global Muckraker” outlets remained our focus in 2018. As questions about media viability remain unanswered we wanted to understand the experiences of journalists in the Global South. Returning to the 35 outlets, we found three had failed, and six had been seriously reconfigured or renamed [...] Our key findings: Financial survival is the biggest worry for the media outlets we profiled, followed by political risk and physical safety. The outlets remain dependent on donors. Advertising is hard to come by and raising funding from audiences has proven difficult. Donors need to accept this reality and be willing to commit to long-term support for outlets creating a public good. The grim political climate, rise of right-wing demagogues and attacks on the media have made the outlets feel appreciated in many countries. They recounted tales of support and encouragement from their audiences. But this sentiment does not translate into sustainable forms of funding. The outlets have professionalized in the sense that many now have accounting software, bookkeepers and full-time staff working on grant writing. But many still rely on unpaid contributors and some use office space that was provided for free or rented at a discount. Pour la grande majorité d’entre eux, les initiateurs de ces actions ont suivi des parcours universitaires exigeants et connu des expériences à l’étranger. Les hommes sont très largement majoritaires, à l’exception du Kenya où les femmes sont presque aussi nombreuses que les hommes. Elles considèrent toutefois qu’elles ne se trouvent pas sur un pied d’égalité, notamment lorsqu’il s’agit pour elles de prendre la parole publiquement ou de se lancer dans l’entrepreneuriat. Les difficultés d’une mobilisation à grande échelle Les jeunes adultes (20-25 ans) qui s’investissent dans les civic tech s’engagent généralement pour exprimer une forme d’irritation face aux dérives liées à la corruption ou au manque de prise en compte de l’avis des citoyens dans les décisions politiques. De l’avis général des « doyens » (activistes des civic tech ayant plus de 6 ou 7 ans d’expérience) que nous avons interrogés, la jeune génération est très prometteuse, car mieux formée sur les nouvelles technologies et très mobilisée sur les objectifs de bonne gouvernance et de participation citoyenne. En termes d’audience et de développement, l’étude montre que, dans les quatre pays concernés, les acteurs des civic tech rencontrent le plus souvent des difficultés à mobiliser de larges communautés de citoyens. Ils peinent à faire entendre leur message dans des pays où l’illettrisme au sens littéral et au sens numérique sont importants. Il en résulte des actions qui mobilisent essentiellement un petit nombre de citoyens, à la fois très engagés et très motivés. En général, le système d’organisation des initiatives civic tech varie selon les projets : le degré de structuration est plus ou moins formel et dépend surtout de l’ancienneté des initiatives, de l’ampleur des financements collectés et, in fine, du nombre de participants actifs impliqués à temps plein. Lorsqu’une forme de professionnalisation de l’action est évoquée, beaucoup de nos interlocuteurs mentionnent la difficulté à recruter et à fidéliser des profils combinant sensibilité aux questions de redevabilité et de transparence, savoir-faire en matière de gestion de projet, capacités technologiques et maîtrise des techniques de communication, notamment sur les réseaux sociaux."
