"The challenge in evaluating China’s foreign aid has always been the unavailability of reliable data sets. This study constitutes the first analysis of the AidData data set from a communication network perspective. It examines China’s development aid to Africa in the ICT sector from 2000 to 2014

. Combining data mapping, network modeling, and regression, it uncovers general trends of aid allocation, central players, and collaboration patterns among aid agencies. The results demonstrate the variability in the distribution of China’s foreign assistance to 44 African countries. In particular, African countries with less population, worse economic development, but higher oil rents are more likely to receive ICT aid from China. This study also finds that aid implementation is less likely to occur through collaboration within the same sector or between state-owned enterprises (SOEs) and private companies. This research reveals nuanced geometries of aid with “Chinese characteristics” that move beyond the extractive “Angola model” or the mutual benefits model. is robust, high-quality and global in scope. The first component examined is how broadband and digitization impact the economy. The second is how institutional and regulatory maturity impact the growth of the digital ecosystem.
Our evidence points to four major findings that are of great import in informing governments, policy-makers, regulators and operators as they formulate general infrastructure and ICT investment decisions in the years ahead. The findings are:
1. Developing countries should implement policies to maximize mobile broadband1 adoption, as the main digital technology contributing to economic development and addressing the digital divide.
2. Developed countries should adopt policies which favour fixed broadband penetration as a key contributor to their economic growth.
3. Beyond broadband, all countries should aim to increase the development of digitization, which encompasses not only infrastructure deployment but its usage to foster the digital transformation of industries and improve consumer wellbeing.
4. Regulatory and institutional maturity in the ICT arena do indeed make a significant difference – and are important in driving the growth of digitization.
The study confirms that the economic impact of fixed broadband is guided by a return to scale effect: economic impact grows with penetration. The economic benefit of mobile broadband depicts a saturation effect: its economic contribution declines with penetration." (Executive summary)

So ist beispielsweise der Text der Philosophin Dr. Janina Loh, der einen Überblick zu Transhumanismus, technologischem Transhumanismus und kritischem Posthumanismus gibt, höchst lesenswert, da er insbesondere für theologisch Interessierte neue anthropologische Perspektiven eröffnet. Hierin liegt aber zugleich auch ein markantes Defizit des Bandes. Die Vielfalt ist Segen und Fluch zugleich. Zwar wird eine Fülle an Themenfeldern eröffnet, die zum Weiterdenken anregen (können), sinniger wäre es aber gewesen, wenn sie direkt im Buch anhand von verschiedenen Zugängen näher beleuchtet worden wären: Ist die Digitalisierung für die Demokratie eine Chance oder eine Gefahr? Die Entwicklung der letzten Jahre zeigt deutlich, dass dies ein aktuelles und sehr bedeutendes Thema ist. Gerade in diesem Bereich zeigt sich jedoch, dass das Buch nur Anstöße liefern kann."
