There is, however, scant evidence on the media platforms and technologies children use to access pornography. To fill this knowledge gap, we conducted a survey of 16- and 17-year-olds in the United Kingdom. The results show that more (63%) had seen pornography on social media platforms than on pornographic websites (47%), suggesting the UK government was right to target such platforms in its latest proposals. However, pornography was much more frequently viewed on pornographic websites than on social media, showing how important the regulation of such sites remains. Furthermore, our finding that 46% of 16- and 17-year-olds had used a virtual private network or Tor browser adds weight to concerns that restrictions on legal internet pornography - such as age verification checks - imposed by a single country may be circumvented by those the restrictions are designed to protect." State agencies failed to: inform the public with objective, baseline research to enable stakeholders to understand the problem or need to be addressed by a process, and solutions proposed; consult stakeholders, and provide them with sufficient time to contribute to public calls for input, or give feedback on the consideration of stakeholder submissions; involve stakeholders to contribute to the processes from the beginning, avail equal opportunities for different stakeholders to contribute to the processes, or avoid duplication of processes; and, collaborate with stakeholders in decision-making to ensure consensus and balancing special interests against stakeholders’ inputs, evidence and facts." Indeed, platforms that once refused to cooperate with governments in identifying users allegedly responsible for disseminating illegal or harmful content are now expanding cooperation. However, while platforms are increasingly facilitating government access to user data, platforms are also invoking data protection law concerns as a shield in response to recent efforts at increased platform transparency. At the same time, data protection law provides for one of the main systemic regulatory safeguards in Europe. It protects user autonomy concerning data-driven campaigns, requiring transparency for internet audiences about targeting and data subject rights in relation to audience platforms, such as social media companies."
