Both state and non-state political actors are weaponizing tech platforms which by their very design tend to amplify divisive and antagonistic content. The digital space can dramatically increase risks by enabling the rapid spread of false information aimed at undermining an election or referendum. Digital risks likely outweigh the current contributions of the digital space to peace, as illustrated in a variety of case studies in this paper. Digital risks to sustained public peace processes likely outweigh the current contributions of the digital space to peace. This brief then reviews how digital tools and spaces can contribute to sustained public peace processes. This section explores conflict analysis, information ecosystem analysis, planning interventions, and a review of the types of digital tech tools and approaches useful for peace processes. New digital forms of communication can scale public inclusion and improve efficiencies in peace processes. Digital spaces can transform how people share information and communicate with one another. Digital spaces can offer more inclusive and equitable avenues for participation and can incentivize the development of policy options. The final section of the paper identifies trade-offs and dilemmas, practical strategies for analysing and intervening in digital spaces, and policy recommendations to governments, tech companies and civil society groups on a variety of themes." Los medios más consumidos son los considerados más confiables: la versión digital de Confidencial y La Prensa, seguidos por Canal 10. Digitale Technologien – von Smartphones, intelligenten Geräten und Software bis hin zu künstlicher Intelligenz (KI), digitalen Plattformen und Blockchain – eröffnen viele Möglichkeiten für Empowerment und sozialen Wandel. Gleichzeitig spiegeln Technologien die physische Welt und ihre Systeme der Marginalisierung und Unterdrückung wie Patriarchat, Rassismus und Kolonialismus wider. Die neue feministische Entwicklungspolitik Deutschlands baut auf dem bisherigen Engagement auf und geht gleichzeitig neue Wege. Sie setzt sich für eine geschlechtergerechte digitale Transformation und digitale Teilhabe für alle ein. Gleichzeitig ist das zukünftige Ziel, alle Formen struktureller und systemischer Ursachen von Ungleichheit zu überwinden, die in der heutigen globalen Gesellschaft tief verwurzelt sind. Insbesondere letzterer Aspekt bedeutet auch, den Status quo der gegenwärtigen digitalen Transformation und digitalen Entwicklungspolitik grundlegend in Frage zu stellen. For example, registration and financing limits on paid PR firms, domestic and foreign, and better oversight by tech platforms on how their platforms are used by state actors is essential. Furthermore, greater transparency about all types of advertising and paid content promotion is needed, not just about political advertising in a handful of Western countries. This could be implemented through existing election laws and paid advertising regulations [...] Any meaningful efforts to combat disinformation will need to address the politicization of social media manipulation and influence operations, and their integration into electoral politics. Lawmakers should implement restrictions on the use of moderation mercenaries, black PR firms, and social media manipulation by those entrusted with public office. Countries should not only require great transparency for the platforms themselves, but should also practice what they preach by adopting transparency requirements for state and government entities related to advertising and outreach on social media and messaging platforms. Tech platforms must reduce the profitability of intentional and opportunistic disinformation efforts, including by reducing the prevalence and ease of plagiarism or the “recycling” of news content for clickbait. Reducing the economic incentives for click-bait, "churnalism", and regurgitated journalistic content would help deter the profit-driven non-ideological actors in these disinformation networks."
