tos, 94 peças foram identificadas em 2013. Em 2014, foram 139 reportagens e notícias. Proporcionalmente, considerando o aumento do número de jornais analisados, houve um crescimento de 24% no total de peças publicadas. Dois factores combinados indicam que as questões de género estão sendo tratadas pelos jornalistas de maneira mais sistêmica, ou seja, como um problema nacional e não apenas de algumas localidades. No que diz respeito à abrangência geográfica dos conteúdos, em 2014, o total de peças de caráter nacional mais que triplicou. O segundo factor é que dos quatro critérios observados através da Ferramenta de Análise de Conteúdos (MCAT), utilizada pela IREX, Relevância e Estrutura das peças atingiram o nível quatro, ou bom. Até 2013, a pontuação havia chegado apenas no nível três, aceitável. O aumento no número de artigos classificados pela equipe de monitoria e avaliação da IREX foi de 73%, o que exigiu uma revisão metodológica para dar uniformidade comparativa às 139 peças, das quais 66 foram escolhidas para a análise de conteúdo, com base em critérios objectivos. Há ainda avanços que vão muito além dos números. Tendo em conta o funcionamento das redacções dos jornais, este relatório é um indicativo importante de que houve um amadurecimento na abordagem dada pelos jornalistas ao assunto. Repórteres e editores parecem lançar um olhar mais integrado, no contexto do que o tema representa para o país como um todo, ainda que seja necessário investir cada vez mais para melhorar aspectos como diversidade de fontes e imparcialidade." ully manipulated by a predatory multinational business. Beyond the structural reasons why the UCKG might be attractive to South Africans, I have paid attention in this chapter to local “cultural” reasons why the church had such wide appeal. I showed that the church’s prosperity gospel and its spiritual warfare provided “answers” that were almost immediately grasped by people in search of religious efficacy. The UCKG’s “answers” were also contingent in ways that converged with local ideas about witchcraft and the flow of prosperity from the spiritual to the material world. Unlike other Christian churches then, the uckg did not offer attendees at its services an escape from the work of evil in the world. Instead, the church depicted Christians as fundamentally constrained because of their situatedness in the world and their fallibility as transactors with their spiritual benefactor. In the UCKG then, people were often told that their blessings would not materialise unless they tithed and sacrificed to God. Although this version of Christianity was arguably less poetic or hopeful than the millenarian promises of other Pentecostal Charismatic Churches, it rang true for many South Africans who remained poor, ill and unhappy despite political liberation. Based on face-to-face interviews, focus group discussions and participant observation, the article argues that the organization of listeners into RLCs by community radio stations enables ordinary people to receive and discuss crucial information and hold debate on issues of interest. But, as this report and the methodology behind it hopefully demonstrate, it is not impossible to document and communicate impact in an illustrative and accessible way. First launched in 2005, the Zimbabwe Media Programme’s support to Zimbabwe’s media workers and media institutions, has grown gradually and organically over the years. As this report details, one of the more notable changes that the programme has successfully contributed towards, is the inclusion of improved freedom of expression and access to information provisions in Zimbabwe’s 2013 constitution. Through a national strategy for the development of the country’s media driven by the needs and demands of media sector stakeholders, this successful contribution built on a solid foundation of close collaboration between media and civil society inside the country as well as among international media development actors and donors outside it. It reflects a real-world manifestation of key aid effectiveness principles that include national ownership, alignment, harmonisation and mutual accountability. Principles that IMS, our partners and our donors strive for so that we may improve the quality, and indeed further the impact, of our combined efforts. Despite the successful work of the Zimbabwe Media Programme, plenty of challenges lie ahead. In February 2015, nearly two years after Zimbabwe’s new constitution was approved full of democratic promises, the vast majority of its new provisions had still not been implemented through law or practice. To deepen the existing results of the work of the Zimbabwe Media Programme and to further the democratic reform of the media sector overall, everyone involved needs to be ready to leverage the opportunities that arrive as the social, political and economic landscape in the country continues to evolve. That means we must continue to support the critical work of our media and civil society partners in Zimbabwe so that they are ready to seize new opportunities to expand on the democratic gains they have worked so hard to achieve." Citizen journalism ethics in crisis settings are seen as ambivalent, nascent, fluid, individualised, situational, and sometimes contradictory. The personalisation of ethics also means that professional codes of conduct shift from codes to individual moral impulses in a complex melange of the deontic, virtuous and teleological, that is informed by higher-order ethics of freedom, human rights, social justice, media pluralism and citizen participation. Using case study and discourse analysis methods, the article concludes that citizen journalism represents something that remains deeply futuristic, where ethics are likely to crystallise around deprofessionalised and deinstitutionalised personal responsibilities." mic. This article is only concerned with the communicational aspects of the epidemic, but does not negate the interaction of these with other measures taken to address the epidemic. As is the case with most health communication initiatives, HIV/AIDS communication initiatives have evolved to favour the participatory approach above one-directional transmission of information to the public. The participatory approach rests on the assumption that an HIV/AIDS communication initiative stands the best chance of resulting in behaviour change if members of the target community participate in the communication initiative. The assumption is that as many people as possible should be involved in the maximum number of phases of the communicative initiative (such as initial research, planning, implementation and evaluation of the project). Some research has recently started to explore new forms of community participation, including inviting community participation through, for example, internet-based platforms such as social media, and mobile phone platforms such as WhatsApp and BBM. However, the reality broadcast genre – more specifically, talk radio – has been neglected, as only a few research investigations focused on talk radio and most of these are not exclusively about HIV/AIDScommunication but focus on other health topics. From a participatory communication perspective, two sets of critique against the existing HIV/AIDS communication projects hold water: firstly, they do not make the maximum use of participatory communication principles and, secondly, they are externally initiated projects and emanate from outside the target community. To address both of these concerns, this article explores a wider range of participatory principles and the potential workings of these in an internally initiated communication initiative aimed at addressing the epidemic. More specifically, this article investigates ways in which radio listeners experience the reality broadcast genre – the talk radio show, Positive Talk – as participatory communication. Positive Talk is not an externally initiated project, as it is not part of a pre-planned, goal-oriented project that is owned and controlled outside the target community. In contrast, it has been initiated by Criselda Kananda, an individual not linked to any of the existing initiatives outside the community. She started the show to earn a living. She became a well-known person, is fairly knowledgeable in the field and was granted this opportunity as she is HIV-positive. In order to investigate how radio listeners use the show to engage in HIV/AIDS communication, 20 in-depth interviews were held with avid listeners of the show. The respondents indicated that they appreciate ordinary people phoning in. When expressing their opinions about the show, they found Kananda’s life story credible, believed her public and private life to be congruent, valued Kananda’s personality and respectful manner and could identify with the views expressed. In the article, it is argued that these ideas are largely in line with the principles of participatory communication tied to democracy, the participatory turn, the ordinary, validation of identity and respectful dialogue. Although the findings of this qualitative study cannot be generalised to the whole listening population of the show, they indicate that it is worth investigating the value of communication initiatives that emerge spontaneously from communities (instead of those strategically engineered from outside the general population) as a future direction of HIV/AIDS communication in the country." Between 2002 and 2012, Malawi was governed by three presidents – Bakili Muluzi of the UDF from 1994 to 2004, Bingu wa Mutharika of the Democratic Progressive Party (DPP) from 2004 to 2012, and Joyce Banda of the People’s Party (PP) from 2012 to 2014 – all of whom were hostile to the Weekend Nation [...] Research findings indicate that overall, the political ownership of the newspaper had no direct bearing on the journalists’ political role in the enhancement of democracy and good governance in Malawi. It established that despite the ownership of the Weekend Nation belonging to a prominent and influential politician, the editorial independence was not compromised. Contrary to general expectations, this study established that the Weekend Nation in Malawi, was critical to the political elite in an indiscriminate manner. Although it was not the focus of this study, the research also showed that market forces, in line with the stance taken by the critical political economy theory, had some impact on the Weekend Nation’s editorial independence. All over the world, independent media outlets are innovating and overcoming obstacles. Globally, start-ups are demonstrating the drive to take risks for the sake of a good idea. The challenges facing these outlets—and the innovations employed to tackle them—broadly fall into four categories: editorial, business, distribution and security. Operating with agility, media start-ups are finding creative ways to gather and disseminate information. In India, Gram Vaani uses a mobile phone social network to connect the rural poor and circumvent legislative prohibitions on radio broadcasting. In Zimbabwe, The Source survives in the repressive media climate by focusing on business journalism. Oxpeckers in South Africa uses geomapping to report on rhino poaching. Crikey in Australia has built a successful business model based on soliciting tips and scandal from the same audience it reports on and Kenya’s African SkyCAM deploys drones to avoid negotiating with police for access to disaster zones [...] Instead of finding a clear model for what works, we found confirmation of many things we knew or suspected. Independent media outlets vary in size, ambition and model. Few have fully succeeded, while many do one thing well, which typically reflects the founder’s particular strength—usually in journalism or technology [...] Most media outlets we found are small, run by a few full-time staff supplemented by volunteers and freelancers, and supported by a combination of grants, donations and haphazard business endeavors. The leaders at most organizations we interviewed were motivated by a desire to produce high-quality journalism rather than meet particular financial or audience goals." (Executive summary, page 5-7)
