ect of UN radio is evident even in areas where no UN military peacekeepers are deployed. There are four main ways that strategic communications by UN peacekeepers may reduce violence: (1) by building trust in the mission and enhancing cooperation with peacekeepers’ protection activities; (2) by filling gaps in reliable information that might otherwise be filled by misinformation that incites violence; (3) by fostering pro-peace behavioral change among ordinary civilians; and (4) by incentivizing rank-and-file combatants to exercise restraint.
There are many conditions that enhance the persuasiveness of UN strategic communications. Most crucially, messages are more effective when they are perceived as accurate and informative by local audiences. Moreover, narrative messages that are adapted to the local context can strengthen the persuasiveness of UN strategic communications. UN radio stations can leave a positive legacy for the protection of civilians even after peacekeeping operations have left if they transition into a local or regional media outlet. The radio stations that succeed UN radio stations once peacekeeping operations depart will be most likely to contribute to an information environment that protects rather than threatens civilians when NGOs guarantee their independence with continuous funding. Going forward, as the UN seeks to enhance strategic communications in peacekeeping operations, it must carefully manage several trade-offs. These include trade-offs between empowering civilians vs. exposing them to risk; ensuring that messaging is coherent vs. tailoring it to the local context; sustaining independent media vs. promoting national ownership; and expanding access to data vs. maintaining security and host-state consent." The results of the study are drawn from eight focus groups conducted in the beginning of 2019 in Abidjan and Bouaké and interviews with eight local experts. They confirm that young people are very good at using and creating content on social media but urgently need better critical, analytical, and reflective skills.
This MIL INDEX study is aimed at obtaining a concise picture of media- and information-related skills amongst youths under the age of 35 in Côte d’Ivoire. It addresses five dimensions of Media and Information Literacy (MIL) according to DW Akademie’s MIL model: access, analysis, reflection, creation, and action.
In terms of access the focus groups conducted for this study reveal that young urban and semi-urban Ivorians use a variety of different media for purposes such as consuming information, communication, entertainment, education, or business information. Digital media, particularly social media platforms and instant messengers, are the most used and most popular among this age group and are generally preferred over traditional media. Nonetheless, radio and television are still valued for their auditory and visual input which are significant characteristics considering the high illiteracy rates of about 40,4 % present in Côte d’Ivoire (UIS, 2018). A divide between more urban and more rural regions is visible in the case of radio programs, which are more popular in more rural settings. The focus groups suggest this is due to the fact that local radio stations are often the only media which provide news relevant to more remote areas. Most other media show a tendency to focus only on news from the capital. Printed media are widely regarded as too costly and outdated by Ivorian youths.
The results of the analysis dimension indicate that most focus group participants possess a good digital and media knowledge while at the same time many lack awareness of their rights to freedom of expression and access to information. Striking was that youths generally consider content provided by traditional media to be more trustworthy, but mainly consume social media content. This and often very loose definitions of what media quality means showed that there is still room for improvement when it comes to the young people’s analytical skills. Overall, urbanites seem to question the trustworthiness of media content slightly more than youths from more rural regions.
Results from the reflection dimension confirm that Ivorian youths are constantly exposed to malevolent forms of communication and media malpractices such as cyberbullying, hate speech, sexual harassment, and disinformation. Most young people show strong abilities when it comes to recognizing media problems and using prevention or coping strategies to handle them. Exceptions are politically motivated disinformation and biased reporting which are taken as normal in the Ivorian context. Due to this tendency towards normalization only very few young people reflect critically upon this media malpractice. Reflection on a deeper level such as on the impact of media messages or motivations of news outlets is often missing among young people." (Executive summary)

Selbst in Ländern wie Somalia, wo Infrastrukturen gleich welcher Art kaum existent sind, funktioniert eines recht zuverlässig: das Mobilfunknetz. In einer High-Tech-Fabrik in Ruanda laufen seit neuestem täglich zehntausend »MaraPhones« genannte Smartphones vom Band.
Die durch Smartphones und Mobile Phones entstehenden Möglichkeiten werden überall auf der Welt ausgiebig genutzt. Tiefgreifende gesellschaftliche und wirtschaftliche Veränderungen sind die Folge. Familiäre Beziehungen werden neu gestaltet und klassische Modelle sozialer Interaktion wie »Freundschaft« neu definiert. Praktisch jeder Wirtschaftssektor ist gründlich von den Handys auf den Kopf gestellt worden. Auch in der kleinbäuerlichen Landwirtschaft in Ostafrika gehören Smartphones längst zum Alltag. Ohne dem Kulturpessimismus zu frönen: Es liegt auf der Hand, dass all diese Entwicklungen nicht nur Chancen, sondern auch große Gefahren bergen. Mit keiner anderen systemrelevanten Technologie lassen sich Manipulation und Überwachung von Individuen besser bewerkstelligen als via Smartphone. Die mit erpresserischen Methoden exekutierte Datensammelwut der großen Konzerne hat durchaus eine Entsprechung in der Überwachung durch autoritäre Regime. Dagegen klingen frühere Dystopien à la »Big Brother is watching you« harmlos.
Im Bereich des Politischen wird besonders deutlich, wie groß die partizipatorischen Potenziale einer Demokratie von unten via Social Media sind, aber auch, wie schnell diese in Regression, Manipulation und Repression münden. Der Arabische Frühling galt zu Recht als »Facebook-Revolution«, das hierarchische Sender-Empfänger-Prinzip war partiell aufgehoben. Was aber vor staatlicher Verfolgung nicht nur nicht schützte, sondern sie oft überhaupt erst ermöglichte. Perfektioniert wird politische Kontrolle via Smartphone einmal mehr von der KP der Volksrepublik China. Sie hält ihre 90 Millionen Parteimitglieder via App auf Kurs – und wehe, jemand liest zu wenig Beiträge und sammelt nicht genügend »Lernpunkte«! De plus, le déploiement de la télévision numérique te restre (TNT) est en cours sur le territoire ivoirien, évolution qui renforce la nécessité d’une mesure d’audience fiable et régulière afin de permettre une éclosion adaptée des chaînes et programmes répondant aux attentes de la population. Bien que tous les indicateurs de mesure d’audience ne soient pas investigués par les enquêtes d’Afrobarometer, les résultats ici présentés révèlent que la télévision et la radio ont les scores les plus élevés d’audience.
