While trying to improve access to the Internet for Iranians is a worthy goal in terms of foreign policy and human rights, it is less clear whether such efforts have had much immediate impact in improving Iran’s media landscape, or in convincing the senior leadership that Internet freedom is indeed a worthy pursuit. Looking forward, more work needs to be done to understand what kind of aid policies and approaches are most effective in societies such as Iran. Many donors would like to support the groups that are struggling to maintain open Internet access, and the immediate goal of helping Internet activists preserve some modicum of Internet freedom is clearly a worthy endeavor. The longer term goal will likely require not only preserving as many freedoms as possible now, but also a broader, more integrated program of support to the media sector that includes a combination of technical assistance and engagement with both civil society and the intelligentsia. Until such a wide engagement is possible, the outlook for freedom in Iran will likely remain gloomy." (Conclusion)

The PSM in these countries all have a new legal basis, including a public service remit and a relatively independent governing body in which civil society is represented. The services delivered to the public by these media are analyzed according to a number of societal functions which are assembled under two general headings: “creating a public sphere” and “supporting integration”. Based on this analysis, a differentiation between “PSM in initial transformation” and “PSM in advanced transformation” is suggested. In all cases studied, different actors successfully used windows of opportunity: general political agendas to reform the media, a specific engagement from the management as well as support from the population and civil society. Media development actors here helped to advance the processes of change in different ways. Recommendations for future media development include strategic planning, inclusion of local actors, the pooling of legal expertise as well as structured processes of organizational development and capacity building." itical reality, the Iraqi media was divided into ethno-sectarian lines, resulting from previous policies followed by the US administration. This article argues that the US media policy prior and after the US invasion of Iraq played a part in enhancing and encouraging the sectarian divisions in the Iraqi society. This was mainly done by sending biased media messages through the state-run Iraqi Media Network (IMN) and other US-aligned channels and allowing militant voices from different Iraqi sides to wage wars of words without interfering. In fact, the only time US officials interfered is when they were criticized by Iraqi media outlets. Factual debate and discussion programme formats have been implemented in a number of countries in which BBC Media Action has worked in recent years. This paper presents data from Nepal, where the political debate programme Sajha Sawal (Common Questions) has been broadcast nationally on radio and television for more than five years. The analysis provides evidence that exposure to a debate programme on the radio – which fulfils a mediated deliberation function – is positively associated with both latent and manifest forms of political participation. While it is not inferred that there is a causal relationship between the media output and political outcomes, the evidence presented goes some way to adding to the body of evidence of the impact dialogic programme formats have on interpersonal political discussion and more manifest types of participation in a developing country context, even when controlling for demographic factors and other personal characteristics." Other key questions include the extent to which DAPP and MCP programmes and projects have been able to adjust and respond to the dynamic changes in the region and which lessons can be learned for future media cooperation and professionalization of the media in the MENA region". The overall study frame included 20 different regional and country programmes. Five countries were assessed: Egypt, Jordan, Lebanon, Yemen and Tunisia. It is clear that most of the training programmes had targeted citizen journalists recruiting trainees through local centres.
