Comparing Media Systems is a comparative research analysis which aims to be an initial examination of the state of the public media structures in Europe in contrast to the strengthening of the public media platform in emerging democracies like Brazil, and seeks to investigate how public communications can still have a role in enhancing cultural and educational levels as well as promoting wider social and political inclusion. It aims to assess the ways in which such an initiative can contribute to the fortification of spaces for debate and the further construction of a complex communication system that can attend to multiple and diverse publics in Latin America. In the context of decline of the PSB tradition in the UK due to digitalisation and market expansionism, this project focuses on the ways in which the public media - attached to a revised understanding of the role that the public sphere ideal can still have in the 21st century - can contribute to deepen media democratisation in the region. These nations have a weak public sector and are seeking to fortify multiple public spheres in order to expand citizens’ information rights, creating the means for cultural emancipation and providing less privileged groups access to quality information and debate." The aim of these guidelines is to provide such assistance by outlining ways in which broadcasters can promote MIL to their audiences and at the same time encourage the production of relevant UGC for broadcast. The promotion of UGC and MIL and the use of UGC are vital for helping the media to fulfil its democratic functions in society. By providing not only a space for the public to express themselves but also the skills and capacity to take part in public debate, broadcasters can ensure that citizens’ right to freedom of expression is realised." islative framework and existence of political willingness for its change, efficiency of the system (funding, human resources), complementarities of programming of public broadcasters within the broadcasting system, challenges imposed by competition of commercial televisions, as well as the pending convergent, multichannel and digital environment - without which a public television system for all citizens of a country cannot be imagined. Therefore, this paper aims to enrich the current discussion on PSB so that solutions based on facts can be made which have a chance of long-term success. The study findings support wide-spread opinion that RTRS is an almost exclusively Serb national television and that RTVFB-H is a dominantly Bosniak television. On the other hand, the research revealed significant participation of Croats in the RTVFB-H news program and dismiss the qualification that this TV station is an exclusively Bosniak broadcaster. Besides, this paper presents and interprets various data on financial, staffing and organizational aspects of the public broadcasters, exposing a lot of inconsistent solutions that are applied today, and proposing measures for overcoming them." It is an area where Sweden has a comparative advantage in the sense that Swedish radio (SR) is an established international partner in promotion of public service radio, a where a limited financial contribution can have a large impact. Radio Republik Indonesia (RRI) will most likely be able to sustain have the capacity to carry on efforts made within the project following the implementation period. Secondly, the evaluation team has found that the fi rst phase essentially achieved the objective of “introducing public service broadcasting” in Indonesia. The support came timely, giving adequate support to the political and administrative circles in Indonesia that wanted to encourage public service radio. The management of RRI appreciated SR-MDO’s support to the extent that they requested a second phase focused on implementing Public Service Broadcasting (PSB) more broadly in RRI. In the second phase the project did contribute to the implementation of PSB in the 13 main radio stations, while interviews confirm that only in 3 out of the 13 stations PSB was fully implemented. Most of the activities were put into operation, some according to plan, others were delayed, but most outputs were eventually reached. The start of the project phase was delayed and at the same time the general election was held six months earlier than initially said, which put a lot of pressure on the project to speed up activities, such as the election training and the installation of the technical network, while other activities had to wait such as audience research and staff skills training. Comments from project management indicate that perhaps the scope of the second phase was too ambitious to achieve over such a short time, and that fewer components could have been more efficient."
