"High-quality news is important, not only for its own sake but also for its political implications. However, defining, operationalizing, and measuring news media quality is difficult, because evaluative criteria depend upon beliefs about the ideal society, which are inherently contested. tual and methodological paper outlines important considerations for defining news media quality before developing and applying a multimethod approach to measure it. We refer to Giddens’ notion of double hermeneutics, which reveals that the ways social scientists understand constructs inevitably interact with the meanings of these constructs shared by people in society. Reflecting the two-way relationship between society and social sciences enables us to recognize news media quality as a dynamic, contingent, and contested construct and, at the same time, to reason our understanding of news media quality, which we derive from Habermas’ ideal of deliberative democracy. Moreover, we investigate the Swiss media system to showcase our measurement approach in a repeated data collection from 2017 to 2020. We assess the content quality of fifty news media outlets using four criteria derived from the deliberative ideal (N=20,931 and 18,559 news articles and broadcasting items, respectively) and compare the results with those from two representative online surveys (N=2,169 and 2,159 respondents). The high correlations between both methods show that a deliberative understanding of news media quality is anchored in Swiss society and shared by audiences. This paper shall serve as a showcase to reflect and measure news media quality across other countries and media systems." (Abstract)

The paper draws from the outlined problems and threats, as well as opportunities, strategies, and tactics discussed in the above presentations when documenting how PSM institutions around Europe have tackled the challenge. The paper builds on a background report (April 2018) for the ongoing work by the Council of Europe." (Pages 3-5)

s the definitions and production processes of community art, participatory video and mediated participation. Using ‘practice as research’ as a key method of enquiry, we examine three film practices to explore aspects of professionalism. The objective of this examination is to elucidate the process of community member participation in collaboration with film-makers, facilitators and action researchers. People participate in film production processes by contributing to the script, acting, location scouting or any other activity at any stage of the film production. In examining this collaborative process, we focus on dilemmas encountered in relation to integrating participatory qualities and artistic qualities in a work of overall interdisciplinary and professional quality. The material used for the enquiry consists of participatory observations, scripts, films, course materials, audience observations, evaluation forms and in-depth interviews collected over the years in different projects. The analysis of the material indicates that the film-makers deal with dilemmas regarding the balance of the film’s participatory and artistic qualities and the production process. The expectations of the film-making community regarding the process, the resulting film and the related audience influence the balance between the participatory quality of the process and the artistic quality of the film. Finding a balance between participatory quality and artistic quality is a challenge, and in practice the stakeholders involved experience tensions in a continuous process of negotiation. This article demonstrates the tensions and illustrates the continuous process of negotiation between the (roles of) film-makers, facilitators, action researchers and community members." (Abstract)

on makers in Chapters 3 and 4. Overall, ordinary citizens and decision makers alike feel the Tanzania's media sector is growing and improving over time, and the sector is serving a news-hungry public that wants the media to keep those in positions of power accountable. However, this study also points to perceptions of shortcomings in the media, both in terms of the content it provides to the public and the quality of the services it provides." (Executive summary)

insights into the priorities, tendencies and trends that helped define the news agenda. Among the key findings are: Front and back pages of the newspapers examined were dominated by largely quarter size advertisements. In some newspapers, even three fourth of front page was found occupied by advertisements. Advertisements inserted between news stories on front and back pages was a common trend except DAWN which did not allocate more than one quarter on front page and two quarters (lower half) on back page. Particularly, front pages of both English and Urdu newspapers were dominated by a few mega-stories, such as war in FATA, politics and judges issue. Front and back pages of Urdu newspapers were dominated by advertisement and stories on politics, judges' issue and fuel and wheat prices. English newspapers, particularly DAWN, covered the world on its front and back pages. Urdu newspapers, however, ignored what was happening in the world. The coverage of international events, except Iraq, Iran and Afghanistan, was only 3%. Rather it would be more accurate to say Urdu media covered some U.S. interests. The media and the public often disagreed about which stories were important. General feelings are that the most read front and back pages of particularly the English newspapers failed to deliver sufficient coverage of some basic bread and butter issues, such as rising fuel and flour prices." "A look at the world media landscape for children and youth immediately presents two opposing themes: opportunities and risks. For example, globalization of media brings opportunities to broaden children’s outlooks and provide more equal access to information, but it also threatens cultural identi

fication and values. Technological advances bring the promise of new skills and greater youth participation in society, but also increase the risk of child exploitation and informational divides. There is an urgent need for societies to both protect youth and empower them to shape their own media environments, as spelled out by the United Nations Convention on the Rights of the Child and increasingly by media experts and educators around the globe. This overview of trends and issues concerning young people and the media is based on a broad review of existing print and electronic sources, interviews with child media experts from different regions, and analysis of InterMedia’s surveys in transitional and developing countries. The trends and issues highlighted here—from young people’s media options and behavior, to the quality and influence of media aimed at them—all point to the need for more effective use of the vast positive potential of mass media and new technologies to advocate for, and enrich the lives of, children and young people worldwide."
