Although the Constitution of Norway does not expressly refer to media ownership transparency, Norwegian media ownership rules, which do provide for ownership transparency, refer back to the provisions on freedom of expression in article 100 of the Constitution. These impose on the state a positive duty to create conditions that “facilitate open and enlightened public discourse”, thus underlining the link between freedom of expression and media ownership transparency."
