ondom use, and HIV testing in the past year among adults between 18 and 49 years of age. The authors used a pretest/posttest assessment with a comparison group design, with Southern Province as the intervention area and Western Province as the comparison area. Approximately 1,500 in-person interviews were conducted in both provinces in 2006 (pretest), 2007, and 2008. Regression models included terms for province, time, and the interaction of the two. Outcomes improved in both provinces (e.g., by 2008, 37.6% of participants in Southern Province and 28.3% participants in Western Province tested for HIV in the past year). Pretest-to-posttest changes in condom use (from 20.2% to 29.4% in Southern Province) and 5 intermediate outcomes were significantly different in the 2 provinces. However, changes in condom use were not associated with listening to Gama Cuulu and changes in other outcomes were similar in both provinces. Weak intervention effects might be attributable to implementation challenges or the saturation of HIV programs in Zambia." (Abstract)

This document aims at enhancing program officials' understanding of the importance of evaluations as well as the most important steps to take and decisions to make in the course of an evaluation, and at enabling them to oversee the work done by the evaluators.
It is divided into three parts. The first part presents the main general aspects that need to be taken into consideration when monitoring and evaluating BCC interventions with a focus on HIV-related BCC approaches. More specifically, a general framework for monitoring and evaluation is presented, including among others information on the use of appropriate indicators, the development of an evaluation plan, different types of evaluation, study designs of summative evaluations, statistical analysis and dissemination of the evaluation results. Based on this theoretical background presented in part one, the second part draws conclusions, presents recommendations and gives practical advice on monitoring and evaluating HIV BCC programs. Three types of HIV BCC interventions, relevant to the work of German Development Cooperation (GDC), are also here discussed; these are the tool Join-in-Circuit, peer education programs and mass media campaigns. The third part presents four country examples of M&E of HIV BCC interventions implemented by GDC programs. In order to achieve this objective, the project has been planned under different components, viz., orientation workshops for the practicing journalists in different high-on-disaster-risk states; facilitating a virtual platform for information exchange and knowledge sharing among participants from the orientation workshops as well as other experts; and developing curriculum on reporting disaster for the journalism students of various Indian journalism institutes. Orientation workshops were conducted in seven states (Tamilnadu, Odisha, Gujarat, Sikkim, Uttarakhand, Assam and Punjab) during 2010-2011. A Facebook community and a web portal have been established to facilitate the virtual exchange among the journalists and thematic experts. In order to extend awareness and capacity building activities related to disasters to journalists, the project also facilitated development of a curriculum on reporting disaster to be used in journalism departments of universities and media training institutes. A core-group of experts and trainers from media training institutes, as well as from other relevant organizations was formed, which deliberated upon the overall structure and outline of the DRR curriculum required to be introduced to the students of journalism. A team of authors and editors had then put together the contents of the curriculum along with guidance on how to use the contents, which is being produced in the form of this handbook. This curriculum was piloted in September this year, with journalism students in the North Eastern Region of India, and inputs on the training methods used were also received from faculty members during a ToT of this curriculum. This Training Handbook on "Reporting Disaster and Disaster Preparedness" provides basic concepts, case studies, and examples that can be customized as a module in a course or an entire course as part of the overall curriculum of a journalism course in Indian universities and institutes." First and foremost, refugees demand news and information about Syria. This is followed by the need to know how to access basic services particularly with regard to water, food and new shelter (i.e. caravans). Residents also want to know information about their general situation in the camp. The overwhelming majority of refugees affirmed satellite TV was the source of information they trusted the most when there were at home in Syria – Al Jazeera Arabic and Al Arabiya being the preferred channels. In Zaatari, TV is the source refugees would like to access for news about Syria as well as for entertainment. After TV, mobile phones and Internet were ranked among the three most trusted sources." MTV EXIT ASIA’s television programs are broadcast nationally and regionally through MTV channels, as well as free-to-air terrestrial broadcast networks. In addition to these outputs, MTV EXIT ASIA produces printed material, supports youth sessions and youth media capacity development camps (both designed to help push anti-TIP messages to the local level). It is also active in working with local anti-TIP and media partners to extend its messages and brand to areas that MTV EXIT ASIA would find difficult to target, i.e. vulnerable populations in rural areas. Human rights are evolving positively under constitutional frameworks and in laws on education and disability. In Central America and some countries of the Caribbean, general education laws take persons with disabilities into account through special education (with the exception of Panama). The same trend can be observed in national Constitutions. This improves in national laws on disability, which are more specific and favor inclusive education or include both modalities. In all three regions, there is no regulatory framework or specific policies on digital inclusion, much less on the use of ICTs for persons with disabilities. There are some isolated attempts to implement ICTs in all sectors of society.
