point at which libraries in most low – and middle-income countries were neglected, disused and staffed by librarians with outdated skills, it effectively launched public libraries into national dialogue in some countries and failed to do so in others. This article explores the conditions and actions that led to effective projects and what lessons for future library development efforts might be gleaned from the program’s work. In Myanmar and Georgia, the program attracted new investment into public libraries aligned with central government digital strategies. In Bangladesh and the Philippines, the program integrated public libraries into education efforts where they had been previously ignored. With more than a quarter million public libraries in low – and middle-income countries, there remains vast potential for library systems to reinforce their relevancy in the 21st century, attract new resources, and provide vital services. strong tradition of innovation, there is room for improvement, for example, some countries have healthy innovative ecosystems that perform well in some elements of the ecosystem but need further support in others to develop a thriving digital innovation ecosystem.
This report uses international indices to monitor the current state of innovation ecosystem performance, aspects of growth, gaps, and discrepancies. The information from these major indices has been analysed to create an ICT-centric innovation performance monitor that provides a comparative assessment of the innovation ecosystems both within and among countries in the region and a threshold for action by decision-makers.
There are many good practices in the region. Each practice presented in this report has been assessed according to three engines of growth (innovation, entrepreneurship, and technology) and the current state of the seven enablers of digital transformation. In addition, the ecosystem maturity map helps to assess stakeholder levels of engagement, for example where the first stage of the journey for entrepreneurs is entrepreneurial interest, and for the public sector it is having a vision and developing a strategy. These monitoring tools enable stakeholders to visualize the maturity of the ICT-centric innovation ecosystem and identify practices to keep, those that must be improved, and those to be replaced." What are the conditions in which they work? What kind of films they make? How do they fund production? How do their films circulate? And finally: Is there a women’s cinema in Myanmar? What follows thus outlines the context in which women in Myanmar make films today and introduces the work of a small number of them. hree media have 70-150 staff, 7 have 20-69, and 26 have 1-19. All the media surveyed felt the impact of COVID-19 almost immediately. Not surprisingly, as this has generally been the experience of media worldwide, commercial revenue decline was often dramatic: half of the survey respondents reported more than a 75% drop in income. Thirty-two of the 36 respondents had advertising revenue prior to the start of the pandemic, and all of them reported that it was negatively affected. All 19 media with print products were obliged to either reduce or even halt production. In response to collapsing revenues, 31 of the 36 survey respondents instituted spending cuts between March and May including, in some cases, cutting salaries and staff. Even as they reeled from the economic impact, Myanmar media also had to adapt their working environments. All the media surveyed quickly instituted work from home practices or else established social distancing in their offices and provided protective equipment for their staff. At the same time, more than half of the media reported having to contend with safety and security challenges. These came in the form of restrictions on movement, websites being blocked, on and offline surveillance, staff harassment and arrests. In common with media in other countries, one bright spot in this bleak picture has been audience growth. MDIF’s survey found that almost all media saw both their digital audiences, and audience engagement, increase. This had a positive knock-on effect for the media, with 30 respondents reporting that during this period they were able to strengthen their digital skills and knowledge due to the increased focus on their online content. The good news that 21 of the 31 respondents that sought emergency funding during the survey period obtained it, is tempered by the reality that the impact of COVID-19 has been deep and will be long lasting. A number of initiatives have been undertaken for the establishment of community radio in Myanmar since the year 2016. This includes activities carried out by international organizations working with local partner organizations for the development of community radio. So far Khayae community radio broadcasting on the FM band is the only terrestrial community radio station in operation in Myanmar. Six community media projects run with the support of international organisations are currently involved in content production and online distribution. All of these projects aspire to receiving broadcasting license on the FM band for operating as full-fledged terrestrial radio stations when the licensing process is set in motion in Myanmar. UNESCO's efforts in developing community media and especially community radio in Myanmar largely focuses on the encouragement of supportive regulatory policies and capacity building for duty bearers to actively promote the development of community media, as well as the promotion of national and regional cooperation and knowledge sharing between community media." Medium-sized ethnic media outlets employ the largest percentage of women, followed by small-sized national media. Small and medium-sized media in Myanmar’s regions employ the smallest percentage of women. The percentage of women employed generally decreases as the roles increase in seniority. In terms of remuneration: outlets led by men generally pay men more than women, whereas outlets with mixed - men, women and/or non-binary - leadership tend to have more gender-balanced salaries. The primary justification offered for higher pay levels for men is that men often have more experience than their women or non-binary counterparts. The survey also confirms that levels of diversity among staff with regards to disability, LGBT+, ethnicity, religious belief, and age vary widely among media outlets. Survey respondents noted a total of 10 non-binary staff members (1% of the total); one outlet in the ethnic states is co-led by a man and a non-binary person. The survey finds, too, that most outlets do not have inclusion policies or plans."

A few qualifying facts add more nuance to this finding: 1) the online survey was distributed through Facebook, which selfselects Facebook users; 2) the emergence of COVID-19 has increased Facebook use and the number of Facebook users; 3) respondents and interviewees were well aware of disinformation common to the platform, diluting their trust in information received via social media [...] Traditional media still plays a central role in inclusive voter education/elections outreach. Rohingya Muslims during its operations to wipe out the ARSA. When covering this conflict, Myanmar journalists faced criticism from international media and monitoring groups that most of their stories were one-sided and lacked multiple voices. To discover which barriers have impeded Myanmar journalists in their reporting, I conducted in-depth interviews with 17 reporters and editors from 10 media outlets and also drew from my own experiences during 14 years as a Myanmar journalist. The analysis of interviews showed that journalists faced restricted access to the conflict area, limited cooperation from the government and the army, pressures from local Rakhine people, difficulty accessing Rohingya Muslims, barriers in the verification processes, personal safety concerns, and ethical dilemmas. The results suggested that as long as freedom of press is restrained and safety of messengers is threatened, journalists will find it hard to practice peace journalism or conflict sensitive journalism to the fullest. In addition, as previous studies on conflict reporting suggest, this study also revealed that some journalists favored what they believed to be in the national interest whenever they found themselves in an ethical dilemma."
