The results of the study are drawn from eight focus groups conducted in the beginning of 2019 in Abidjan and Bouaké and interviews with eight local experts. They confirm that young people are very good at using and creating content on social media but urgently need better critical, analytical, and reflective skills. This MIL INDEX study is aimed at obtaining a concise picture of media- and information-related skills amongst youths under the age of 35 in Côte d’Ivoire. It addresses five dimensions of Media and Information Literacy (MIL) according to DW Akademie’s MIL model: access, analysis, reflection, creation, and action. In terms of access the focus groups conducted for this study reveal that young urban and semi-urban Ivorians use a variety of different media for purposes such as consuming information, communication, entertainment, education, or business information. Digital media, particularly social media platforms and instant messengers, are the most used and most popular among this age group and are generally preferred over traditional media. Nonetheless, radio and television are still valued for their auditory and visual input which are significant characteristics considering the high illiteracy rates of about 40,4 % present in Côte d’Ivoire (UIS, 2018). A divide between more urban and more rural regions is visible in the case of radio programs, which are more popular in more rural settings. The focus groups suggest this is due to the fact that local radio stations are often the only media which provide news relevant to more remote areas. Most other media show a tendency to focus only on news from the capital. Printed media are widely regarded as too costly and outdated by Ivorian youths. The results of the analysis dimension indicate that most focus group participants possess a good digital and media knowledge while at the same time many lack awareness of their rights to freedom of expression and access to information. Striking was that youths generally consider content provided by traditional media to be more trustworthy, but mainly consume social media content. This and often very loose definitions of what media quality means showed that there is still room for improvement when it comes to the young people’s analytical skills. Overall, urbanites seem to question the trustworthiness of media content slightly more than youths from more rural regions. Results from the reflection dimension confirm that Ivorian youths are constantly exposed to malevolent forms of communication and media malpractices such as cyberbullying, hate speech, sexual harassment, and disinformation. Most young people show strong abilities when it comes to recognizing media problems and using prevention or coping strategies to handle them. Exceptions are politically motivated disinformation and biased reporting which are taken as normal in the Ivorian context. Due to this tendency towards normalization only very few young people reflect critically upon this media malpractice. Reflection on a deeper level such as on the impact of media messages or motivations of news outlets is often missing among young people." (Executive summary) more

Media Consumption Report: Platforms and Tools for Reaching and Engaging Urban and Rural Youth

According to the Media Mapping Report, in 2019, key digital media usage was as follows: 87 percent of Cambodians own a mobile phone; 12.5 million were active Internet users (out of a population of 16.4 M); 8.4 million were active social media users; 8.3 million were active Facebook users. Video is the top communication tool that the organizations used to reach specific audiences through storytelling and social media. The findings indicate that targeted media campaigns are the most effective communication and outreach initiatives, followed by celebration of special events, in which video is an effective tool. These campaigns and videos are delivered using Facebook, which is the top social media platform used to reach specific audiences, followed by YouTube and Instagram. The report found that news programs still attract large audiences on TV and radio. Hang Meas is the toprated TV station, followed by PNN and CTN, while ABC ranges among the top programs, followed by RFI/WMC and Vayo respectively. Based on this media mapping exercise, the team found that the USAID Cambodia Green Future Activity should employ an inclusive approach that involves target audiences – whether youth or the broader public – in all phases including design, implementation, monitoring and evaluation to ensure that the project reaches its objectives and goal. Development partners should explore multi-stakeholder strategies to implement project or campaign activities by using multi-platform approaches, such as using a mix of social and traditional channels to optimize reach and impact." Creating Evidence-Based Youth Mental Health Policy in Sub-Saharan Africa: A Description of the Integrated Approach to Addressing the Issue of Youth Depression in Malawi and Tanzania

We here describe an innovative approach that addresses these issues simultaneously while concurrently strengthening key mental health components in existing education and health-care systems as successfully applied in Malawi and replicated in Tanzania. Improving the pathway to care for young people with depression requires the following: improving mental health literacy (MHL) of communities, youth, and teachers; enhancing case identification and linking schools to community health clinics; improving the capacity of community health-care providers to identify, diagnose, and effectively treat depression in youth. Funded by Grand Challenges Canada, we developed and applied a program called “An Integrated Approach to Addressing the Challenge of Depression Among the Youth in Malawi and Tanzania” (IACD). This was an example of, a horizontally integrated pathway to care model designed to be applied in low-resource settings. The model is designed to 1) improve awareness/knowledge of mental health and mental disorders (especially depression) in communities; 2) enhance mental health literacy among youth and teachers within schools; 3) enhance capacity for teachers to identify students with possible depression; 4) create linkages between schools and community health clinics for improved access to mental health care for youth identified with possible depression; and 5) enhance the capacity of community-based health-care providers to identify, diagnose, and effectively treat youth with depression. With the use of interactive, youth-informed weekly radio programs, mental health curriculum training for teachers and peer educators in secondary schools, and a clinical competency training program for community-based health workers, the innovation created a “hub and spoke” model for improving mental health care for young people. Positive results obtained in Malawi and replicated in Tanzania suggest that this approach may provide an effective and potentially sustainable framework for enhancing youth mental health care, thus providing a policy ready framework that can be considered for application in sub-Saharan Africa."
