"The evaluation approach presented here is particularly relevant to process evaluations in which the aim is to assess the program implementation process. This methodology has been used in programs in a number of countries and found very effective. The evaluation methodology focuses on the analysis o

f program activities and strategies, which have been implemented and on the development of “lessons learned” which can be applied in the future. Given this orientation, it is particularly well suited for use in mid-term evaluations of ongoing programs. The concept of a “participatory evaluation methodology,” used here, implies that program implementers are actively involved in all steps of the evaluation process. While participatory approaches are currently very popular in development programs, it is my belief that participation is effective only when the aim of the participation is clear and when a process to structure and channel that participation is clearly defined. This manual describes a simple and straightforward way in which program stakeholders can be involved in planning and carrying out a program evaluation. The success of a participatory evaluation depends largely on the experience and skills of the evaluation coordinator who is responsible for both designing and facilitating the exercise. This is a very challenging and demanding role and for this reason the coordinator must be carefully chosen. He/she can be an outside consultant or someone from a partner organization, depending upon where the required expertise can be found." (Introduction)

"Local Media Support‘ (LMS) presents a study of current status with regard to support of local media as part of humanitarian or developmental assistance programmes. Based on this, a proposed framework for the assessment of projects and programmes in this field is developed. The report is divided i

"The focus of this book is on evaluation theory rather than on practice, even though we do suggest implications for practice. We believe theory is used to justify and inform practice, so the theory makes a difference to practice over the long run. And practice can inform theory, as it has done many

times in the past. But, again, our focus is on reconciling evaluation theory with philosophy, which means this is not a how-to-do-it book. Rather, it is a book that develops middle-range evaluation theory consistent with contemporary thinking in philosophy (albeit a particular strand), especially thinking about democracy. A middle-range theory would suggest some attributes that evaluations should have, without necessarily specifying how to achieve them in particular cases. So the book offers a perspective about evaluation rather than a model of how to do evaluation." (Preface, page x)

t, a range of methods and approaches can be employed in order to provide an adequate understanding of social change. Case studies are presented of how NGO's have succeeded in evaluating these complex social processes within the constraints imposed by resources, staff skills, existing monitoring and requirements and external pressures. The book illustrates genuine, innovative attempts to bring the rhetoric of evaluating impact into the reality of ongoing development programmes." (Catalogue Intermediate Technology Publications 2000)
