o critical issues such as HIV/AIDS prevention and care. Yet the information contained in this report has broader applications to a variety of development concerns. After defining CFSC and the broad purpose of monitoring and evaluation, the report explains why a participatory approach to monitoring and evaluating CFSC is useful. It goes on to discuss key PME principles and "moments" or steps in establishing a PME process. Two "tools" are offered to help readers learn more about and discuss: (1) potential monitoring and evaluation questions and indicators; and (2) PME data collection techniques." (Summary).

"What principles should guide an empowerment evaluation? And how can these principles actually be put into practice? One of the primary tasks in an empowerment evaluation (EE) is to increase the capacity of program stakeholders to plan, implement, and evaluate their own programs. This book presents

the most current formulation of the 10 principles of EE and provides professionals and students with the tools to put these principles into practice. Through case studies of diverse evaluation projects - including community health foundation initiatives, school district programs, and a 15 million corporate program aimed at bridging the digital divide - the founder and leading proponents of EE clarify key concepts and discuss important lessons learned. Coverage includes how to balance program improvement efforts with accountability requirements; how EE can be used to guide standards-based work; how to use EE in a learning organization; the differences among empowerment, collaborative, and participatory evaluation; and much more." "This handbook can stand alone as a guide on how to design and construct a results-based M&E system in the public sector. It can also be used in conjunction with a workshop developed at the World Bank entitled “Designing and Building a Results-Based Monitoring and Evaluation System: A Tool for Pub

lic Sector Management.” The goal of the handbook is to help prepare you to plan, design, and implement a results-based M&E system within your organization. In addition, the handbook will also demonstrate how an M&E system can be a valuable tool in supporting good public management. The focus of the handbook is on a comprehensive ten-step model that will help guide you through the process of designing and building a results-based M&E system. These steps will begin with a “Readiness Assessment” and will take you through the design, management, and, importantly, the sustainability of your M&E system. The handbook will describe these steps in detail, the tasks needed to complete them, and the tools available to help you along the way." (Preface, page xii)

"Community radio stations can monitor and evaluate their health and social development programming despite being small, with limited funds. That's the message of an evaluation and monitoring Toolbox created especially for a UNICEF-supported youth radio project in Kyrgyzstan. The 'Healthy Airwaves fo

r Youth' project (HAFY) is a health communication strategy to minimise risk behaviours amongst Kyrgyz youth aged 10-19 years. HAFY, which was initiated in 2002, aims to increase the level of knowledge and awareness of the dangers of HIV/AIDS/STI, drug use and reproductive health among young people in five rural and remote regions of Kyrgyzstan: Batken, Osh, Naryn, Karabalta and Karakol. The radio stations working within the HAFY network are directly involving young people as message-makers through community-based participatory health-promoting radio programming. The need of a toolbox for monitoring and evaluating the impact of HAFY radio programmes was identified during a 7-day intensive training workshop conducted by Health Communication Resources (HCR) from Australia on 'Radio Programming for Health Promotion'. HAFY partners were involved in further workshops facilitated by HCR in Kyrgyzstan in 2003 where the scope of the Toolbox was framed and HAFY-specific resources were developed. The result is a 106-page Toolbox created by HCR with guidelines, examples and templates that match the reality and cost-effective needs of HAFY's radio stations. HAFY partners do not have a great deal of experience in evaluation, have limited funds and rely on volunteers and the pooled resources of local community organisations. Marianne Ohlers, Programme Officer of UNICEF in Kyrgyzstan said, "The Toolbox is not meant to comprehensively evaluate all activities undertaken by HAFY but it does give guidelines on planning and evaluation, writing objectives, setting indicators for evaluation, sampling procedures, designing evaluation tools, and gathering data, analysing it and reporting it." Ms. Ohlers said, "While the Toolbox is designed for the specific use of the radio stations involved in the HAFY project in Kyrgyzstan I trust that it can guide and inspire other community-based radio stations working to reduce risk behaviours among young people and other vulnerable groups." "This working paper was conceived to stimulate debate on new trends in the evaluation function within the Post-Paris new Aid architecture and the UN Reform, and to explore the status of the evaluation function in CIS countries. e every effort to offer practical proposals on how to implement a democratic approach to evaluation.
The paper is divided into three parts. In the first part, Segone presents the evolution of the evaluation function in the context of UN Reform and a changing Aid architecture. This part is mainly based on the discussion and outcomes of the IDEAS 1st Biennial Conference held in New Delhi in 2005 and conceptual discussions within the UN. Samuel Bickel presents an assessment of the status of the evaluation status worldwide, based on the address he delivered at the 2005 IPEN Conference held in Kazakhstan. Quesnel introduces how the growing professional evaluation organizations are instrumental to strengthen the evaluation function worldwide. Segone then presents thoughts on the scope of the evaluation function.
In the second part Segone proposes a strategy for improving the evaluation function through strengthening a pro-evaluation culture and a democratic approach to evaluation. Kushner, one of the world’s leading thinkers on Democratic evaluation, presents his thinking on the relationship between Evaluation and Democracy.
In the third part, six members of IPEN, coordinated by Kuzmin, analyse the evaluation function in CIS countries, giving important information on its status and trends. This piece is particularly important as it is one of the few existing documents on the evaluation function in CIS countries. Finally, the annexes give practical information on how to access international evaluation resources via the Internet and present the UN Evaluation Norms and Standards and guidelines on how to develop evaluation ToR." nomic change. Efforts from diverse organizations -- academia, foundations, international research institutes, development organizations and practitioners in the field -- are generating valuable information that piece by piece will better inform not only future investments in the field, but most importantly, how these investments are making a difference in the lives of poor and underserved communities. This study presents preliminary findings of different approaches used to evaluate programs in the following areas: 1) E-government; 2) E-education; and 3) ICT and Civil Society. An additional set of evaluation frameworks for Telecenters, E-health, Gender, Poverty Reduction and Small and Medium Enterprises are included in the Annexes for reference." (Abstract)

"Ethnography is a form of research that can give grant makers — and, often, grantees — a close, nuanced, and evolving look at an organization, a culture, or a process of change. Trained as participant observers, ethnographers work from a vantage point that is both inside and outside the object o

f their study. As outside observers, ethnographers bring a fresh eye, professional skills of documentation and analysis, and an understanding of the unfolding work. In the words of a researcher who employs the technique, they “can explore what the people inside are taking for granted.” As inside participants, they involve themselves deeply in that work, so as to experience its detail and broad themes. This dual perspective allows a sensitive ethnographer to distill knowledge from practice in a way that’s rarely possible for full insiders or more distanced outsiders." (Page 2)
